S.T.O.P. Condemns Hochul Plan For Statewide Intelligence Center, Increased Surveillance Funding

(New York, NY 1/13/25) – Today, the Surveillance Technology Oversight Project (S.T.O.P.), a New York-based privacy and civil rights group, condemns New York Governor Hochul’s announcement to launch a statewide data-analysis and surveillance center. Regional centers offer local police access to crime-analysis software that perpetuates racist policing practices. Hochul’s plan also increases funding for other faulty surveillance technologies, including gunshot detection systems, automated license plate readers, and police body cameras. Because the proposed center coordinates the resources of New York’s existing regional centers and over 100 local, state, and federal law enforcement agencies, it could also easily expedite president-elect Trump’s plan for mass deportations.

“On the eve of president-elect Trump’s inauguration, the last thing New Yorkers need is closer ties between local police and federal law enforcement,” said Surveillance Technology Oversight Project Research Director Eleni Manis. “Collaboration and data-sharing on this scale will make the incoming president’s plan for mass deportation all too easy, never mind New York City and New York State’s commitments to protecting undocumented residents. If Governor Hochul were serious about standing up to the president-elect, she would not be facilitating his far-right agenda through sweeping surveillance.”

Last month, S.T.O.P. released Deportation Data Centers: How Fusion Centers Circumvent Sanctuary City Laws, a report detailing how Department Of Homeland Security-backed fusion centers drive deportation by enabling ICE to coopt local police data. The report comes as Donald Trump’s reelection brings renewed attention to the scale of American immigration enforcement.
