S.T.O.P. Expresses Concern Over Adams’ Tech Consolidation, NYPD Control
(New York, NY, 1/20/2022) - Today, the Surveillance Technology Oversight Project (S.T.O.P.), a New York-based civil rights group, expresses concern over New York City Mayor Eric Adams’ executive order consolidating municipal technology infrastructure under a new Office of Technology and Innovation, which is to be run by NYPD veteran Matthew Fraser. Fraser, who will serve as New York City’s Chief Technology Officer, served most recently as the NYPD Deputy Commissioner of IT. Fraser will oversee all Citywide telecommunications, information technology, and information security, including the city’s Cybercommand.

“At a moment when we need to be investing in bringing New Yorkers affordable broadband, I fear we’ll end up providing only more surveillance,” said Surveillance Technology Oversight Project Executive Director Albert Fox Cahn. “I am deeply concerned that we continue to see the NYPD gain greater control over New Yorkers’ internet access. There must be a firewall between our municipal technology and the police. Anything else risks transforming municipal broadband from a resource for every New Yorker into a threat.”
