Eleni Manis, PHD, MPA - Research Director
Eleni Manis is Research Director at S.T.O.P., where she designs and coordinates the work of the S.T.O.P. research team. Ms. Manis joins S.T.O.P. after working on government agencies’ technology policies at the NYC Mayor’s Office of the Chief Technology Officer and the NYC Mayor’s Office of Operations, where she analyzed legislation on emerging technologies, authored the City’s reply to FCC broadband decisions, and did research for the nation’s first automated decision systems task force. Ms. Manis was the 2018 Google Public Policy Fellow at the Center for Data Innovation, focused on ethical best practices for government agencies’ use of algorithms. She began her career as an Assistant Professor of Philosophy at Franklin & Marshall College, focused on justice in democracies, and now works at the intersection of her expertise in ethics, democratic justice, and technology policy. Ms. Manis earned her Ph.D. in Philosophy from the University of Michigan, Ann Arbor and B.A. in Philosophy from Dartmouth College. She holds an MPA in Public & Nonprofit Management & Policy from New York University’s Robert F. Wagner Graduate School of Public Service.
